The H stands for the mint city of Heraclea Thracica (also known as Heraclea Perinthus). This mint was established by Diocletian around 291-292 AD as part of his mint reform and served as an important mint in the eastern part of the empire. It is located in modern-day Marmara Ereğlisi, Turkey.

The B stands for Officina B (Beta), which means the second workshop of the Heraclea mint. Roman imperial mints often had multiple officinae (workshops) to increase production, and these were typically designated by letters from A (Alpha) onwards.
Therefore, your coin, an Antoninianus of Maximianus with the reverse CONCORDIA MILITVM and the mintmark HB XXI, was struck at the second officina of the Heraclea mint, with the standard 20:1 copper-to-silver alloy.
